FEBRUARY 2026 - CSAPP RETIREMENT NOTICE:

The West Virginia Board of Pharmacy is modernizing the state’s Controlled Substances Monitoring Program (CSMP) by transitioning from the legacy CSAPP platform to RxGov: https://pmpwv.rxgov.com/ This upgrade is designed to improve system performance, enhance data quality, and provide more robust reporting capabilities for all users. 

Key Transition Dates 

  • January 21 – January 30, 2026: User migration begins. Current CSAPP users will have received automated welcome emails from RxGov during this window. 

  • February 2, 2026: All users are expected to begin using RxGov. 

  • February 16, 2026: Final deadline for all data submitters to transition to the new RxGov SFTP site (more details below).

User Instructions 

  • Account Access: Existing CSAPP users should have received an automated email from RxGov during the weeks of January 19th and January 26th with instructions and a link to set your password and access your new account. 

  • Dual Availability: During the transition period, both CSAPP and RxGov will remain available and will display the same medication data through continuous synchronization until the cutover is officially completed in early March.  

  • Delegates/Delegators: Delegate relationships will need to be re-established in RxGov (they will not carry over from CSAPP). Delegators may add delegates to their account, and/or delegates may request a Delegator from their account for approval by the Delegator.  

  • New UsersIf you do not have an existing CSAPP account, you are able to register for a new RxGov account starting February 2nd at https://pmpwv.rxgov.com/ 

 

Data Submitters & SFTP Users 

  • SFTP Configuration: All pharmacy submitters must update their SFTP client configuration to point to the new RxGov hostname and port: 

  • Hostname: us.sftp.prod.rxgov.com 

  • Port: 17730 

  • Credentials: A separate, secure email will be sent to the PDMP contact on file containing your new SFTP username and password. 

  • File Formats: There are no changes to the ASAP file format; the system will continue to use ASAP version 4.2.

  • Will my EHR or pharmacy software integration be affected? There are no anticipated changes or impacts to existing EHR or pharmacy software integrations. 

  • Can I still use my existing public keys for SFTP? Yes, data submitters using public keys may continue to use them but must still update the hostname and port in their SFTP client. 

  • When should I stop sending files to the old CSAPP SFTP? Once you have successfully transmitted files to the new RxGov SFTP site, you may stop sending files to the legacy site.

Terms of Use & Legal Authority 

Access to the West Virginia CSMP is governed by W. Va. Code § 60A-9-1 et seq. By accessing the RxGov platform, you agree to comply with all state and federal regulations regarding the confidentiality of patient data. 

Notice of Unlawful or Prohibited Use Unauthorized access, use, or disclosure of information from the CSMP database is strictly prohibited. Pursuant to the Computer Fraud and Abuse Act (18 U.S.C. § 1030) and the West Virginia Computer Crime and Abuse Act (W. Va. Code § 61-3C-1 et seq.), users must only access data for purposes expressly authorized by W. Va. Code § 60A-9-5. Any unauthorized disclosure of data is a felony under W. Va. Code § 60A-9-7.
